Could not start the Windows Installer service on local computer

Have noticed that although this service has been set to
startup Automatically, it was not running. Upon attempting
to start it manually the following error occured:

"Could not start the Windows Installer service on local
computer. Error 5: Accsess is denied"

The "Logon As" for this is set the default: "LocalSystem"
as for all the other services.

Main concern being that this is preventing me from
successfully running any MSI installation.

Any help would be greatly apreciated.
