"Could not start HID service on local computer" - File not FOUND

Hi good people, I have this error in the system event viewer, I am stumped, I
have researched this and this seems to be a frequent issue with various
fixes, none of which work for me. I am using REGMON and I see that this
service is constantly trying to start AND FAIL, sucking up CPU time so
actually this is of high priority - does anyone have the TRUE SPECIFIC FIX
for this problem? Thank you. It appears to me that this is a REGISTRY
problem.
