could not located in the dynamic link library MSOERT2.dll Help

this comes up in outlook and I cannot get my mail. What do I do?

I went to Inside OE and searched for "MSOERT2." The Inside OE search engine
did return any responses. Any other suggestions?

Is Outlook Express installed and operational on your computer? If not,
it has to be, if you expect Outlook to function properly.

Yes Outlook Express is on my computer. And I just ran it. It downloaded all
my emails for the last 3 three weeks. So that is apparantly not the problem.
Any other suggestions?
