Could Not Find a Web Server at URL on Port 80?!

I intermittently get the following error message when I try to upload
or download to my website:

"Could not find a Web Server at URL on Port 80. Please check to make
sure that the Web server is valid and your proxy settings are set
correctly. If you are sure everything is correct, the Web server may
be temporarily out of service"

I have tried the following over the last year or so:

1. Use a different PC (so the problem is not PC specific)
2. Use a different PC in a different location with a different ISP (so,
the problem is not with the ISP at location #1, or with the ISP at
location #2)
3. Use a different web hosting service (so the problem is not specific
to the web hosting service)
4. Uninstalled and re-installed Frontpage
5. Uninstalled and re-installed Frontpage extensions on the web host
servers
6. Completely deleted websites from web host servers
7. Abandoned website and rebuilt new website from scratch

The following applies:

1. I don't use a firewall on any PC
2. Port 80 is not blocked on any PC
3. The ISP (Comcast) claims that they do not use proxy servers

Both web host services have been unable to solve the problem. At best
it seems that they are just guessing at what the problem might be.

Is there anybody out there that has any idea what is causing this
problem? Is it a Frontpage-specifc problem, or would it also occur
when using something like Dreamweaver? I am about to abandon this
enormous time wasting effort...

What version of FrontPage??
Are you by any chance using an older version of Yahoo Instant messenger??
Older versions of Yahoo IM would lock up port 80 with its file transfer utility.

Or bit torrent or any other file sharing program??
