Could Not Find Web Server at [URL here] on Port 80

A client of mine is having the following problem. When he tries to open
a particular web site in FrontPage 2003, he gets this error:

Could Not Find Web Server at [URL here] on Port 80. Please check to
make sure that the web server name is valid and your proxy settings are
set correctly. Etc.

This only happens when he tries to open this site when he's on a
workstation on his office network. He can open the site fine from other
locations (from home, etc.). Also, he is only having this problem with
this one web site; he can open other web sites in FrontPage fine when
he's on the work network. He's tried other workstations on the network
and gets the same error with this one site.

Only unusual thing I know about this site is he edits it in Dreamweaver
and uses FP to publish, but I think he does the same with his other
sites.

What is this about? Some sort of ISP blocking technology? Are the local
cache files for this site corrupt at at multiple machines on the
network?

Just thought I'd check to see if anyone has a quick answer that will
save me hours of experimenting and him hundreds of dollars.

Like the error says it is likely a problem with the Proxy or the
Firewall they use.
