It makes the Saddam Hussein style of "compliance with the rules" seem
almost benign.

After the debacle for some with WGA it makes disturbing reading. The
implications for other areas not included in the note (such as national
defence and digital archiving) is also intensely worrying,

This is old news, has been posted here before, and is more appropriate for a
Vista newsgroup. Maybe you could search on posts to see what's been done
previously before wasting time.
