Sue,
I have been able to deal with the problem in two ways.
1.) By playing around I discovered that if I right-clicked on the same
icon a second time, the task bar menu would disappear but the menu for
the particular system tray icon would stay up. Not perfect, but it's
livable.
2.) I opened up IE after a reboot tonight and was prompted to download
IE7 for Windows SP2, and now the problem is gone.
