Sounds a bit like the Common Tasks pane -
Try -
Click Start, select Run and type in:
regsvr32 /i shell32
Press okay, Reboot
otherwise perhaps
Correct the Registry setting when the Common Tasks pane appears on the WinXP
Desktop.
