Corrupt Windows Installer?

I think Windows Installer has been corrupted somehow on my
machine. The error message I'm getting is: "The Windows
Installer Service could not be accessed. This can occur
if you are running Windows in safe mode, or if the Windows
Installer is not correctly installed."

I want to re-install it. I downloaded the app from
Microsofts's site, but it won't install because it sees
the DLLs already on the PC, so it cancels out.

I tried to move all the DLLs to an alternate location. I
moved all except one. MSI.DLL. That one is locked so I
can't move it.

Does anyone know how to move this file if it's locked by
the OS?

Even if I succeed at moving the file, I don't know if this
will solve my problem. Anyone seen this issue before?

Excellent advice!! I ran through from start to finish,
but I think that Method 4 was truly what made it work.
