corrupt shortcuts

I appear to have following problem with XP. Any shortcuts
I create will only open via WINDVD. When I right click on
created shortcut ICON and go to Properties--General, the
type of file is listed as "LNK file." Apparently I have
something corrupted with shortcut files. Can anyone
suggest how to fix. Following article was available for
Windows NT? Would this apply to XP?
