You'll need to get an XP installation CD to go into the recovery console to
replace that file. If a service pack is installed, SP1 or SP2, which should
be the case, that file can be replaced from the
C:\Windows\ServicePackFiles\\i386 folder by booting something like a BartPE
disk.
