corrupt libraries???

Hi,

Loads of my apps have stopped executing e.g. IE, Outlook
express, Windows explorer plus lots of 3rd party exe
files. I don't have any viruses (have up to date
definitions from symantec).

When I try to run an app e.g. Internet Explorer, I get an
error message saying: "Cannot find c:/prog/ie/explorer.exe
(or one of itrs components). Make sure the path and
filename are correct and that all required libraries are
available". I have browsed to find that it is there!

What can I do to restore these libraries that must have
become corrupt or deleted by some kind of virus or hacker?
