corrupt cd rom driver?

Normally when there is no cd in the cd rom drawer and I click on the
drive in explorer to see its contents, a message box pops up telling me
to insert a cd.
I however have a cd rom drive that has no cd in the drawer, I click on
it in explorer and no message box pops up.
Does this indicate that I might have a corrupt driver and that I need
to replace the driver?
