corrupt 16-bit subsystem

I cannot install app, setup exits with error and when I track
down the error at Microsoft I get this,
"corrupt 16-bit subsystem" . Can this be fixed or am I going
to have to completely restore my machine ?

Error Message: MS-DOS or 16-bit Windows-based program

This installaton program will reinstall the missing or corrupt Windows XP
system files command.com, autoexec.nt and config.nt. The absence or
corruption of one or more of these files causes a "16 Bit Subsystem" error.

Thanks I've already done both of these and checked after reboot for deletion, which
there was none, but still getting same errors, looks like a full restore for me
