when correcting spelling in outlook is disabled

I am using outlook 2007 with MS-Office 2003,
my problem is "When correting spelling in outlook" option is disabled
Tools-->Options-->Mail Fomat-->Editor Options-->Proofing-->When correting
spelling in outlook
is disabled,
how can i enabled it ?
