Correct syntax

I want to be able to delete then copy a file to a folder
on the users computer. I know this a dumb question..but
what is the correct syntax in the login script I have. Is
it "if member of group blahblah"?

use the IfMember.exe tool from the resource kit utility.

It will give you the ability to do exactly what you are asking.
