How to Correct the Encapsolator sticking on desktop

For lack of a better term, the border drawn by
selecting several icons on Desktop at one time gets
"stopped" (the dotted lines showing this area), but
the action can be completed. Then one is required
to refresh the desktop for a part of the rectangle
is left. Clear as mud?

Not a biggie, but curious...

Maybe Microsoft personnel might have a solution or
answer.
