Is it possible to copy the default administrator profile to another user with
administrative rights? I have a 10 workstation network that was setup with
each
one logging in as the default administrator. I'd like to swap all the
settings over to another user with administrative rights and then later
downgrade this user to a "power user". Is this possible?

Check the article that might help you However it say transfer the data from
corrupt user account to new user account.

If you want to transfer all the settings then you need to transfer all the
file(including Ntuser.dat,Ntuser.dat.log,Ntuser.ini)
