I have 2000 Server SP4 (PDC) on a Dell PowerEdge 4400 and would like to copy
all the services and rolls to a new 2000 Server SP4 on a Dell PowerEdge 4600
in the same domain. Then take to Dell PowerEdge 4400 offline.

Can you specify the services you want/need to copy? Many services are
installed when you install a program, like Antivirus etc. Other services are
installed by adding Windows components like DNS, WINS etc...

Run DCPROMO on the 4600 (with the 4400 online). Make sure everything runs
smoothly for a few days--replication, authentication, etc.

To transfer the FSMO roles, follow the directions in
http://www.petri.co.il/transferring_fsmo_roles.htm.

Personally, I would turn the old dc off for a few days just to insure a
smooth transition. Once you're confident everything runs smoothly, turn the
old dc back on, and run dcpromo to demote it.

That should be all there is to it.... keyword: should
