Is it ok to copy a page (like a border) from one subweb
then paste it into the border folder of another subweb and
of course redo any links and rename it?

Saves time and just want to make sure it's ok to do.

Yes it is - provided the subweb has the same shared borders applied
Better still, copy all the files (images, etc) used by your shared borders into the _borders folder and just copy the _borders
folder to the root of your subweb (responding to replace all)
