Is there any utility for Windows 2000 NTFS that would record the directory
and file security attributes of all parts of a file tree starting at some
arbitrary node, then allow you to apply those attributes to another system?

Here are at least three possibilities.

Xcopy /o.

Robocopy from the Resource Kit.

Fileacl /batch.

As with any command line utility, practice with it somewhere where permanent damage
can not be done. --- Steve
