copying a file ist not copied with out error

Hi,

i am running a windows 2000 Server with all patches installed. I want to
install DotNet Framework 1.1 or 1.0. All the time i get the error, can not
write to file system.dll.

When i try to copy this file from an existing W2k Server wit DotNet 1.1 to
this server the file is not copied. The copy command runs without an error.
What is the problem
