Copying during a file write

I was wondering if there was a way to keep processes from copying a file
while it is being writen to? As it stands now I am able to ftp a large file
to my Windows 2000 Server and then from another Windows 2000 Server I am able
to copy the file while I am still ftping it. This results in the copy of a
partial file. The same behavior is exibited when a SQL stored procedure that
sweeps our ftp directories copies a file that is still being written to.
