Create a local user as an admin account (call it 'localadmin'), configure
your profile as you need it.
Log out, log back in as administrator.
Copy the localadmin's profile to 'default user' - this will ensure that all
successive logins by new users will receive the same settings as your
'master' account (you can delete the account after your done copying the
information).
