I need to move drive D: to another disk. I really don't
want to spend $500 on an image tool that will be used
once. What is the best copy tool for copying system and
ACL files?

What do you mean by "system", you were saying "D drive", so what system
files are on your D drive? If you just mean copy data files with ACLs
intact then as Kerry mentions, you can use ROBOCOPY or XCOPY, or even
better, restore from enterprise grade backup tape.
