Do you mean sending directly in the To: Field and sending as a CC: field?
To usually means that the person is required to read and take some action.
The CC field usually means that this person should know that the mail was
sent/action requested/etc. but is not required to take any action. Sort of
like sending a request to a co-worked and CCing the co-workers manager.
