How to copy MS Outlook Folder structure to new PST file

I'm trying to copy an existing pst folder structure to make a new pst without
having to bring over the messages. I know that you can export data and
subfolders from a pst to a new one, but that doesn't answer my question.

Any suggestions?

How about copying the folders, then deleting their content?

You can run AutoArchive with a date before your oldest item. This will
construct the folder structure in an archive file but won't actually move
anything.
