copy items from "Public Calendar" to "Personal Calendar"

We implement an "Public Calendar" to share event
information in the network. How can I allow an user to
copy items from the "Public Calendar" to "Personal
Calendar" without giving the "edit" permission to the
users in Outlook 2002 ? I used to be able to do so with
Outlook 97.
