Copy Internet Connection Settings to Newly Created User

Is there an easy way to create a new user and have them inherit the internet
connection settings of an existing user?
In our school, there's a PC whose only user is the Administrator. It has an
always-on connection to the internet over the LAN.
In the interests of safety, I wanted to create a new user as a
non-administrator and have the new user be able to directly access the
Internet, too. However, even creating a new administrator does not allow
Internet access. I checked the LAN settings for both users and they seem
identical. What else needs to be done?
