copy FP server to make new instance

I have a production and staging environment and want to create a dev environment. Is there an easy way to us FP to set up this new web instance to allow all the same user permissions as are set up on our staging server?

File | Publish Web. Provided the server you Publish to supports it the user permissions will work.
