Copy files icon looks this way, why?

Over the years I have noticed that sometimes when I copy
files I get the image of 2 folders and a pice of paper
that floats from one lolder to the next folder. Sometimes
when the paper gets to the second folder, it makes a
reddish splash that makes me wonder if there is an error
in the copy (never is). Other times there is no splash as
the paper is sent to the second folder.

Has anyone else noticed this? Has anyone an explanation
for the difference? It has just bugged me for years that
it is this way in most if not all the different MS
operating systems.
