how do you copy files to CD-RW without read only attributes

Hi,

You don't, and asking this question over and over again in a multitude of
groups will not change the answer. WinXP's burning engine does not support
rewrite (or UDF) and all files are burned in iso format. If you want to
rewrite files, you need to install a third party burning program that
supports it.

Ditto, except to add there is a list of third party
software that will do this.
