How can I copy and export the address book that is on my Outlook 2003 program
to another staff person's Outlook 2007 program?

Outlook does not use an address book to store any data. All Outlook data is
in one place: either an Exchange mailbox or a local data (PST) file. Which
are you using? You never told us.
