Bluetooth Devices Control Panel applet is missing


XP SP2,

USB dongle adapter, USB 2.0 Broadcom 2045 BT Donlge, with WIDCOMM
4.0.1.2301,

and Soyo FreeStyler 500 Bluetooth Headset - Silver - BTWLHS01.

Soyo Head set works fine with my Samsung Trace phone.

USB 2.0 donagle Adapter worked fine with my Trace phone to PC transferring
files and pics.

But I could not access or discover the headset device for use with
Skype (as a headset) in my PC, an HP Pavilion Ze4230,

or use the headset as the Audio Gateway device to listen to mp3 files, etc..

Have done most set up suggestions especially this web page which is helpful:

Am baffled, as I think I followed all instructions correctly but my headset
is not identified by my PC.

Now, something happened--

-'Bluetooth Devices Control Panel applet' is missing. Disappeared.

Nothing Bluetooth works PC to phone.

Bluetooth device 'bthprops.cpl' not working when I click on it.


Where should this file/ what folder should this file be located in to work
properly?

When I search I find it in several locations.

Please Help!

Please advise with specific ideas and or instructions.
