I'm having a problem with internet explorer where cookies are not being
saved at all. Whenever I go to a website and type in a username, it is
forgotten if I exit all the browser windows. I have already tried resetting
everything in internet options, including the reset button on the advanced
tab, nothing has worked. I'm using IE8 with Windows XP. Please let me know
if there is any way to fix this.

This is probably being done with some 3rd party software that you installed. Find
out which one and remove (uncheck) that option

As Peter Foldes said, a third party software can do that. For example, if
you have ccleaner installed and have cookies checked, it will clear all your
cookies.
