Converting .xls to .xlsx via DOS command

Hi,

Is it possible to convert an Excel Workbook .xlsx file to the older
file type Excel 97-2003 .xls but by only using a DOS command?

I have a need to put this functionality into a program and my server
only has the old MS office installed.
