Converting Outlook Express files to Outlook 2003 in Vista

I'm writing in behalf of my hapless roommate, whose newly purchased HP
desktop (running the "bold new wonderful" Vista Home Premium!) is
confounding us. We can't seem to get Outlook Express 5.0 messages to show up
in Outlook 2003 running on the new machine.
I know that Outlook keeps all of its data in a huge "meta-file" called a
..pst file, while Outlook Express keeps its data in many files. But isn't
there some conversion utility that gathers all the loose Outlook Express
files together and converts them to a .pst?
Can anybody shed some light?

Outlook itself can import the files but not directly. It needs to import by
way of OE (or, in Vista, Windows Mail). So, basically, you need to get the
files to work with Windows Vista first, and then, just import in Outlook.

Assuming you are refering to OE data from an old PC, you have to connect
this old data to Windows Mail on the new PC, before you can then export the
msgs to OL
