I have deployed a new laptop to a user who has an extensive list of
shortcuts in his Outlook 2000 Shortcut bar that point to folders under
his Mailbox's Inbox as well as a local PST.

I have saved the MS Exchange Settings.FAV file from his old laptop.
But 2003 uses a different format.

The user is NOT amused at the fact that re-creation maybe his only bet.

Is there a way to import that *.FAV file or convert?

Nope, it gets converted when you do an upgrade though. I suppose the laptop
user doesn't have a Roaming Profile for your domain (in case of a corporate
user)? What you can do is an in-place upgrade of Outlook on the old laptop.
Then start Outlook 2003 once to have the settings automagically upgrade. You
can then use the Office Save My Settings Wizard or the Windows XP Files and
Settings Transfer Wizard to transfer the settings to the new machine. This
way the user will retain practically all his settings and will be quite
amused ;-)
