Sure you can, if its Vista Business OEM which already comes with most
Enterprise procurements, then, you would use that as a qualifying license to
upgrade to Windows Vista Enterprise.

The license for the copy of Windows maybe tied to the machine because it is
OEM, but it is not preventing you upgrade to a higher SKU. For instance, I
could buy a Dell with Vista Home Basic, the go out and purchase a retail
upgrade copy of Vista Home Premium or Ultimate and upgrade to it.
