converting numbers to Time Range

I have two columns with start and end times, however these wer
imported from a pdf file and are not in TIME format. I need to inser
the third column with the time block value, which could be a 30min or
hr. I also have a column with the exact time.

I use the time block values in a formula later in a SUMPRODUCT functio
i.e. ($H$4:$H$457="6-6:30PM")

Any suggestions?
