Converting named entities to their numeric equivalent??

Hi there. When some content comes out of the CMS and is headed for an
RSS feed, I need to convert the named character references e.g.
‘ to their numeric equivalent: #8216 in my example, in order to
make the feed W3C-compliant.

I'm struggling to believe this has never been done before ... does
anyone know of a way to convert XHTML entities to their generic
numbered equivalent?
