Try creating a new (blank) database in A2003.
Then import everything from the old database:
File | Get Exteranal | Import
IIRC, Access recreates the controls in the new style when you do this.
You might also want to check that you have "Use Themed Controls" checked
under:
Tools | Options | Forms/Reports
