"Convert to Web"

I am using FP2002 and I am trying to convert a folder to a subweb. The
parent web is open, the file names are not marked private.

What I want to be able to do is to covert two folders at the child (directly
under the index) level to subwebs.

When I right click the folder, in folder view, I do not get the option of
"convert to web" it is not even a grayed out option. All this is being
done on my computer,not on a live site.

In the the compatability I have fp extentions enabled and the various
options as custom.

I am baffled. The progam seems to working in a normal fashion, so my guess
is there is a setting somewhere that I need to change

1. You have opened the web via File Menu | Open Web, correct?

2. You are selecting and right clicking on the folder to be convert to a subweb, under the Folder
List, correct?

And the folder name doesn't begin with an _underscore?
