Convert System.mda (2.0) to System.mdw (2003)

Hi All,

I'm upgrading from Access 2.0 to Access 2003.
I'm unable to convert the workgroup security file System.mda (Access
2.0) to System.mdw (Access 2003)

I already tried the Database Convert utility but didn't woek, also
tried to create a new .mdw and import data from .,mda but didn't work
either.
