How to Convert Multibyte to UTF-8

I have a word document which is written in Russian language and encoded as
multibyte. What should I do when copying to Frontpage so that the multibyte
characters will appear as UTF-8?

your solution will probably be to open it in word and try to save/ modify it
there.
the closest similar problem I have had was to convert encoding in notepad so
that the php my admin will upload the sql script.

I have a Russian associate who will probably know the answer. If you want,
