all the necessary changes so everything appears in French IE Menu Bar and
Login and switch back and forth from the english version?

No. You'd need to install a French (CA)-version of WinXP.

No, you can not switch the menu language. You need to remove the
English version and install the correct French version.

You need to install the Multilingual User Interface (MUI) Pack then add the
French language. You will then get a new option in the Regional and Language
Options to choose the Language used in the menus and dialogs...
You could then switch back and forth between English and French but since
you need to log off each time a better solution would be to create a new
user with French as the default language...
