convert fat32 to ntfs in win98 to xp upgrade

I think I have all the steps down now for converting my fat32 C: drive to ntfs except for the order of the last two. I have those as: (a) reset volume serial number using "Volume ID" program (which I will first use before "converting" early in the process to record the VSN and name of disk), and (b) restore wpa.dbl and wpa.bak files plus reboot. My question is, what order do I do those in: (a) first, then (b) or visa-versa? Thanks in advance.
