How to convert all reply/forward messages to HTML automatically?

When I respond to a plain text email, the compose window defaults to plain
text format. So I have to manually convert in to HTML for me to display my
signature which is a graphic.
Is there an option to change all composing messages to be in HTML by default?

Outlook will always use the format of the original message when replying or
forwarding. You cannot change that. Why would you want to, when the sender
is clearly giving you a sign that s/he cannot or prefers not to read HTML
messages?

No, Outlook replies in the same format as the original message. So you are
replying to a Plain Text email.

Netiquette states that you should not "upgrade" the message format within a
conversation unless there is an absolute need for it such as needing table
support. A graphic signature is not considered to be enough reason; create a
proper Plain Text signature as well.

Note that people who are sending you in Plain Text might be doing that for a
specific reason. For instance; their mail viewer doesn't support it or their
company policy does not allow it. If your signature is nothing more than a
graphic, people will not be able to see your signature at all.

It's not their preference, but just the way our institution's server handles
the emails. It has the ability to read/compose HTML, but the default is
otherwise.

If you can, try changing YOUR default. Then when you send a message, your
recipients will wind up replying in HTML and your message exchanges will tend
toward HTML as long as you initiate the exchanges. Otherwise your only option
is to click Format>HTML when replying.
