No, Outlook replies in the same format as the original message. So you are
replying to a Plain Text email.
Netiquette states that you should not "upgrade" the message format within a
conversation unless there is an absolute need for it such as needing table
support. A graphic signature is not considered to be enough reason; create a
proper Plain Text signature as well.
Note that people who are sending you in Plain Text might be doing that for a
specific reason. For instance; their mail viewer doesn't support it or their
company policy does not allow it. If your signature is nothing more than a
graphic, people will not be able to see your signature at all.
