Controlling Power Management settings in XP

I did a search and found a link to someone asking the same question,
but the thread ended with out anyone posting a confirmed solution and
some people posting replies as if they didn't fully understand what was
being asked:

We would like the user workstations to remain online for at least 4
hours after the first users go home leave so automated backups and
Windows Updates can run at a scheduled time, but it doesn't work
because the machines become inaccessible when they automatically go
into stand by after about 2 hours or even less.

How can you control the stand by settings when no one is logged in to
the PC? We would like the users to log OFF and leave the machine
running and at the log in prompt at the end of the day.
The power management settings for their user profile only apply when
they are logged in under that user account.
How can we control the power management settings that are applied when
there is no user logged in to the machine?
