Sorry guys, after 6 months of analyzing the problem,
I tried my right ctrl key and ctrl c&v both work.

The left one just needs to be pressed harder to work.

If the problem is recent try using System Restore to roll back to a date
when it was working. Do not revert too far back just a day or two. To use
System Restore go to Start->Help and Support->Pick a task section and click
the link marked System Restore then follow the wizard.

Ctrl-V never did copy. Ctrl-V pastes. It's Ctrl-C that copies.

You can turn the keyboard over and shack it or you can blow out the
keyboard with compressed air and see if something is under the Ctrl key.
